Digitizing began as far back as 1996. More recently - 2000 to 2001 - digitizing effort has been increased in order to complete this dataset. Many corrections have been made to this dataset, using PLS lines, USGS Quads, Aerial photographs, and other sources where available. Most topological descrepencies have been corrected in this dataset. This data has been reviewed for spatial accuracy relative to the PLS lines as well as USGS 7.5 quads in some areas. This is the first version of the Humboldt County Parcel dataset that will need future review and revisions. Land use attributes - exlu2 & exlu4 - have been added. Existing Land Use values - exlu4 - were created using an interpretive method. Zoning, use codes, land ownership, and other information pertaining to parcels were used to create "existing" land use categories. Jan. 2003 - Cities of Eureka and Rio Dell parcels were added to layer. Orleans and Willow Creek have been corrected. March 2003 - Cities of Blue Lake and Fortuna were added to layer.     Summary: This polygon shapefile depicts boundaries for Airport Noise Contours at the Arcata-Eureka Airport in the County of Humboldt, California. These Contours are displayed at both the 60 and 65 Community Noise Equivalent Levels (CNELs), representing equal levels of noise exposure for each Level. Aircraft noise is a significant factor in land use planning around airports. The objectives of compatible land use planning are to encourage land uses that are generally considered to be incompatible with airports (such as residential, schools, and churches) to locate away from airports and to encourage land uses that are more compatible (such as industrial and commercial uses) to locate around airports. The Federal Aviation Administration (FAA) has been actively supporting programs to minimize noise impacts.     Summary: This polygon shapefile depicts boundariesfor Community Service Districts and Spheres of Influence in the County of Humboldt, California. A Community Services District is a Special District created in 1952 and provides water, sewer and street lighting to the unincorporated areas surrounding the City of Eureka known as Pine Hill, Cutten, Rosewood, Myrtletown, Humboldt Hill, Fields Landing, King Salmon, Pigeon Point and Freshwater. A five-member elected Board of Directors governs the District. The Board assumes responsibility for the adoption of this plan while the General Manager oversee its implementation. As of June 2013, the District served 7,526 water connections, 6,326 sewer connections and Street Lights with a staff of 21. Funding comes primarily through rates and revenue bonds. The Humboldt County Planning and Building Department is responsible for protecting the public health, safety and welfare via building permit review and inspections consistent with California model codes as well as planning and development review and approval consistent with the county's General Plan.     Summary: This polyline shapefile depicts the Potential Flooding and Dam Inundation Zones on the Trinity River in the County of Humboldt, California in relation to the Trinity Dam. Flooding can cause the inundation of a normally dry area caused by high flow or overflow of water in an established watercourse. This coverage displays the portion of the Trinity River that flows through the County of Humboldt, California where it drains into the Pacific Ocean. Fully constructed by 1962, the Trinity Dam is hydroelectric and stands 457 feet tall with a 2,447,650 acre feet reservoir capacity (Trinity Lake). The lower and middle sections of the Klamath River are most vulnerable to flooding, of which the Trinity River is a tributary. The Humboldt County Planning and Building Department is responsible for protecting the public health, safety and welfare via building permit review and inspections consistent with California model codes as well as planning and development review and approval consistent with the county's General Plan. This Department oversees the Advance Planning Division, which is responsible for the Humboldt County's Geographic Information System (GIS) that is utilized by other County Departments; many federal, state and local agencies; and the general public.     Summary: This polygon shapefile depicts boundaries of Wildland Fire Rating Zones in the County of Humboldt, California as defined in the General Plan Volume 1 Framework Plan (adopted 12/10/1984). These Zones are designated to minimize forest damage, promote forest health and prevent loss of timber on private property. The Humboldt County Planning and Building Department is responsible for protecting the public health, safety and welfare via building permit review and inspections consistent with California model codes as well as planning and development review and approval consistent with the county's General Plan. This Department oversees the Advance Planning Division, which is responsible for the Humboldt County's Geographic Information System (GIS) that is utilized by other County Departments; many federal, state and local agencies; and the general public. This coverage can be used for basic applications such as viewing, querying, and map output production, or to provide a basemap to support graphical overlays and analyses of geospatial data. Below is a section from Humboldt County General Plan Volume 1 Framework Plan, Adopted 12/10/1984. 3230 Wildfire Humboldt County exhibits extreme diversity in it potential for destructive fire, from nil to extreme in severity classification. The wildfire hazard in the County has been analyzed using the methodology of the California Department of Forestry Report to the Governor's Office of Planning and Research (1973), modified to account for conditions not included in their procedure. This method takes into account climate, the fuel potential of the vegetation and topography. CDF's fire hazard methodology as applied to Humboldt County and the distribution of zones is shown on the Wildfire and Flood Hazard Map. This distribution generally reflects a moderate to high rating on the western portions of the County where the fuel potential is high but the climate is damp. The extreme ratings are generally in the drier eastern portions of the County or in very steep terrain. Policy application of the fire ratings is by referring to the map of Wildland Fire and Flood. The Planning Department determines which applications should be reviewed by the appropriate fire protection agency, and considers their response in the approval and requirements for development application. This method reduces the risk to structures and their occupants, as well as the threat to surrounding wildland vegetation. This risk which wildland occupants cause others is also reduced by the requirement of fire safety measures. The standards that are used as guidelines for development reviewed by the Planning Department to reduce the hazard of fire are the CDF "Fire Safe Guides" (CDF, 1980). Other County standards are listed in Title III, Division 2 Subdivision Regulations, and the newest edition of the Uniform Building Code. The Fire Safe Guides are applied with some discretion due to competing policy concerns such as adequate road width for emergency vehicles versus increased erosion from wider road widths.
