It is divided into provinces and must have a capital city that is the seat of its authorities: the Regional Intendant and, since 1992, the Regional Government, as well as other institutions, belonging to this territorial unit.     Summary: Census districts are sections into which the commune is divided for the ground operations of the Population and Housing Census and other surveys generated by the INE. The districts in turn are subdivided, according to their area, into urban or rural, depending on the location of the census urban limit. Thus, the districts can be entirely urban, entirely rural, or mixed. Each district has boundaries drafted. All boundaries are drawn using elements that are stable over time. In urban cases, streets or avenues are usually used; in rural cases, natural or cultural geographical elements that are stable over time, such as rivers, streams, or rail lines. In the boundaries of rural districts there is a large number of polygonal, astronomical meridians or straight lines, which are drawn in the event that there is no other significant geographical element. The importance of this geographic census unit is that it allows the distribution of workload on the day of the census and structuring of the sampling frame for surveys. In addition, it allows analysis of the evolution and historical comparison of the country's different territories. According to its definition, the Census District is of a working nature, but its delimitation in general terms corresponds to administrative units prior to the 1976 regionalization. Subsequent modifications to that year have largely corresponded to the communes' expansion of housing area. [Un distrito censal es la porción en que se divide la comuna para las operaciones de terreno del levantamiento del Censo de Población y Vivienda y de otras encuestas que genera el INE. Los distritos a su vez, se subdividen según su área, en urbano o rural, dependiendo de la ubicación del límite urbano censal.     Summary: A block is a territorial unit used for statistical purposes, preferably delimited by streets, property boundaries, or, failing that, watercourses and streams. It must have a residential, commercial, industrial, recreational, or other land use included within the urban perimeter. As such, a block must always be within the urban census limit (LUC). Blocks are the smallest territorial units that the INE is charged to survey for its statistical products, and each can be recognized through the block code, called 'Manzent,' which represents the information of the commune, type of area (urban or rural), district, zone, and block code.[La manzana es una unidad territorial utilizada para fines estadísticos, delimitada preferentemente por calles, límites prediales o en su defecto por cursos hídricos y quebradas. Debe contar con un uso de suelo residencial, comercial, industrial, recreativo y otros usos incluidos dentro del perímetro urbano.     Summary: In census terms, the census urban boundary (LUC) delimits the urban space in the territory to differentiate it from the rural areas, to execute the survey in the field and the Population and Housing Census. In order for a sector of the territory to be considered urban in character, it must meet the criteria for housing concentration and continuity, in addition to presenting blocklike or wardlike areas. In cartographic terms, the urban census boundary is represented as a polygon in which the urban space is located. Currently there are 504 urban areas recognized and delimited for both the 2011 and 2016 precensus. The population centers that have a LUC are cities (more than 5,000 inhabitants) and towns (2,001 - 5,000 inhabitants). If an entity, whatever it is, exceeds 2,000 inhabitants, this entity must be considered urban (or, for entities between 1,001 and 2,000 inhabitants, if 50% or more of its economically active population is engaged in secondary and/or tertiary activities) and therefore must be delimited by an LUC.[En términos censales, el límite urbano censal (LUC) delimita el espacio urbano en el territorio con el fin de diferenciarlo del espacio rural, para ejecutar el levantamiento de muestras en terreno y el Censo de Población y Viviendas. Para que un sector del territorio cumpla con características de urbano debe cumplir con los criterios de concentración y continuidad de viviendas, además de presentar áreas de amanzanamiento. En términos cartográficos el Límite Urbano Censal se representa como un polígono en cuyo interior se encuentra el espacio urbano.     Summary: The division of the Census District in urban areas, formed by a conglomerate of blocks. Its purpose is to facilitate the organization, control, and survey of the Census. In small towns, the map of the entire population center may be equivalent to a single census area. Census areas are recognized in the cartography because they present a code in which the first value is the number of the district to which it belongs, followed by the number of zone within that same district, in addition its numbering correlates with 1 to N within the district.     Summary: The communes may have urban, rural or mixed characteristics. In the territory of a commune there may be more than one urban center, be it a city (more than 5,000 inhabitants), a town (between 2,001 to 5,000 inhabitants), or other entities or forms of human settlement with rural characteristics. Its administration is the responsibility of the municipality, represented by the figure of the Mayor. To facilitate the survey, the National Statistics Institute divides the communes into census districts. As of 2016, there are 346 communes in the national territory, which are grouped into 54 provinces. [Las comunas pueden presentan características urbanas, rurales o mixtas.
